No licence for boats till implementation of rules

Kochi: A Division Bench of the Kerala High Court on Wednesday ordered that no licence be issued to boats and crew until the implementation of the Kerala Inland Vessels Rules 2010.

The Bench comprising Justice C.N. Ramachandran Nair and Justice P.S. Gopinathan passed the interim order on a writ petition filed by S.K. Pyarilal, former head, Department of Ship Technology, Cochin University of Science and Technology (CUSAT).

The petition sought a directive to the State government to cancel boat licences issued under the old laws and to issue licences only under the new rules.

According to the petitioner, though the Kerala Inland Vessels Rules was brought into force, the licences were being still issued as per the old rules.

The government was yet to appoint officers as contemplated under the new rules.

The Chief Inspector of Boats was still processing the applications for licences for the boats and crew under the old rules. Some vested interests were trying to cause impediments in the implementation of the new rules.
