Kochi: The Kerala High Court on Tuesday upheld the provisions of the Kerala Health Services (Medical Officers) Special Rules 2010 governing seniority, placement and promotion of medical officers in specialty, administrative and other cadres.
Justice Antony Dominic upheld the provisions of the rules while dismissing a batch of writ petitions filed by doctors with postgraduate degrees and super-specialty qualifications.
The petitioners contended that the rules ran contrary to the objective of implementing the specialty and other cadre systems. The diploma holders would steal a march over postgraduate doctors in placement and promotion if the rules were implemented. They submitted that the point system had been adopted for fixing seniority and for promotion.
