Local body polls: two phases likely

THIRUVANANTHAPURAM: The elections to the local self-government institutions in the State will in all probability be held in two phases. This is mainly on account of the High Court verdict against the reorganisation of block panchayats. The State Election Commission (SEC) had informed the government on Saturday the problems in holding the elections at one go.



But a change in the election schedule will necessitate bureaucratic governance in the local bodies and also throw up a host of issues. As the five-year tenure of the existing committees expires in September, the new batch of elected members will have to assume office on October 2. Once the Panchayati Raj Act came into force, the State government will be deprived of the powers for conducting the elections.



It will lose the authority for fixing the tenure of the committees. Earlier, there were instances of the government delaying the elections by 16 years.



The model code of conduct will be imposed with the announcement of the first phase and it will be in force till the completion of the entire election process in the second phase.
